During his appointment as national Professional Development Manager with the Australian Institute of Purchasing and Materials Management (AIPMM), Troy Williams had a need to rapidly acquire knowledge of procurement practice in both the public and private sectors.

Troy's ability to quickly acquire knowledge in new areas, such as in procurement practice, was put to use when he wrote the AIPMM submission to the Senate's Finance and Public Administration References Committee reviewing recruitment and training in the Australian Public service:

The submission prepared by Troy of behalf of AIPMM noted that a series of reports presented to the Commonwealth Parliament have, in the past, recommended that those within the Australian Public Service (APS) responsible for purchasing and contract management undergo formal training.

The report published by the committee extensively referenced the advice tendered in Troy's submission and also his statements to the committee's hearings made during the course of its investigations.
