As
Chief Executive Officer of the Australian
Institute of Building (AIB),
Troy was able to use his considerable knowledge of Australia codes
and standards infrastructure in the preparation of a Productivity
Commission report into standards setting and laboratory accreditation.
As
a result of the submissions made by AIB and other stakeholders,
the Productivity Commission considered the need for Standards Australia
to improve its framework for standard setting, including by ensuring
better justification processes before new standards are developed.

The
submission
that Troy authored on behalf of AIB was a result of broad consultation
with via that organisation's national committees and was one of
the more substantial that the commission received from the stakeholder
groups that made representations to the committee.
The
report
backed the position put forward by AIB and other stakeholders that
Standards Australia should remain the principal standards setting
body in Australia and extensively quoted the submission put forward
by AIB in arriving at the Commission's recommendation.
